Registering a kasambahay with SSS, PhilHealth and Pag-IBIG
You hired a yaya, cook, driver or other household helper, and now you are told to register with three agencies. You do not need three sets of paperwork. This guide is for the household employer. At the end you will know which unified forms to file, who pays the contributions, and what to pay every month.
Who must register, and who pays
The law covers a domestic worker who has rendered at least one month of service: the helper must be covered by SSS, PhilHealth and Pag-IBIG (RA 10361, section 30).
The employer shoulders the premiums. If the helper earns ₱5,000 or more a month, the helper pays a proportionate share as provided by law (same section 30). SSS puts it the same way: you deduct the helper's share if they earn more than ₱5,000 and remit it together with your own share and the Employees' Compensation contribution (SSS, Household Employer).
The rule that you register yourself and enrol the helper is in the law's implementing rules, Rule V, Section 3: as employer, "he/she shall register himself/herself with, and enroll the latter as his/her employee to the SSS, PhilHealth, and Pag-IBIG" (PhilHealth Circular 2015-0016, quoting the IRR).
The three unified forms
The agencies share one set of forms, called the Kasambahay Unified Registration System. You can file them at any SSS, PhilHealth or Pag-IBIG office, and the other two agencies are covered (SSS, Household Employer).

When
Report your helper to SSS within 30 days from the hiring date (SSS, Household Employer). PhilHealth asks for the report within 30 calendar days of employment, and again within 30 days if the helper leaves (PhilHealth Circular 2015-0016).
What to bring
- Filed by you in person: nothing else. If a representative files for you, bring your letter of authorization, your valid ID and the representative's valid ID (PhilHealth Circular 2015-0016). - Your own TIN if you have one, address, mobile number and email. - For the helper: full name, date of birth, place of birth, civil status, mother's maiden name. Supporting documents are not needed to get the numbers issued, but benefits are allowed only after documents and premium payments are in (KUR form instructions).
Step by step
1. File the HEUR1 for yourself. Fill your name, birth date, sex, TIN if any, address, contact details and the number of kasambahay. Leave the three employer-number boxes blank if you are new: the agencies give them. Sign it. 2. Fill the KUR with your helper. It is about them, so use their details. Leave the Pag-IBIG, PhilHealth and SSS number boxes empty if they have none. 3. Fill the HEUR2 and attach the KUR to it. 4. Submit all of them at one agency. The agencies share the registration, and you receive employer numbers for each (SSS, Household Employer). 5. Start paying every month (next section).

Monthly remittance

PhilHealth has changed how it collects since 2015, so confirm the payment channel and date with your nearest PhilHealth office. If you do not report or remit to SSS, you may have to pay the unpaid contributions and the penalty, and cover benefits if the helper falls sick or dies (SSS, Household Employer).
Mistakes that send it back
- Filling the helper's form with your details. The KUR is about the helper. - Typing a number in the employer boxes that you do not have yet. - Registering in one agency and thinking you are finished: the monthly payment is still separate for each agency. - Waiting past 30 days to report the hire. - Online users ask on r/Philippines whether SSS household registration can be done without going to a branch. The SSS page lets you create a My.SSS account as a household employer, but registration of the employer itself is by the HEUR1 form (SSS, Household Employer).
Questions
Kailangan ko bang i-register ang kasambahay kung isang buwan pa lang siya? Coverage starts once the helper has rendered at least one month of service (RA 10361, section 30). The SSS reporting clock is 30 days from hiring.
Who pays if my helper earns less than ₱5,000 a month? You do. The helper's share starts only at ₱5,000 a month or more (RA 10361, section 30).
Do I need three separate registrations? No. The unified forms are accepted at any of the three agencies (SSS, Household Employer). The payments are still separate.
Does PDFPhile register my kasambahay? No. It fills the forms. You sign them and submit them to SSS, PhilHealth or Pag-IBIG.
