SSS, PhilHealth and Pag-IBIG while working abroad (land-based OFW)

This is for a land-based Filipino worker overseas, or a family member paying for them. At the end you will know what to register, how each agency is paid from abroad, which dates matter, and what changed about SSS and the OEC. Sea-based workers are different: their manning agency remits as employer (SSS: OFW members). It is not legal advice; for a case that does not fit, ask the agency.

What is compulsory and what is optional

- SSS: coverage is compulsory for land-based and sea-based OFWs (SSS: OFW members). - PhilHealth: direct contributors, including OFWs, pay premiums of 5% of monthly income, with a minimum of ₱500 a month (PhilHealth Advisory 2026-0042). - Pag-IBIG: the registration form has an OFW membership category (Pag-IBIG form FPF095). The extra MP2 savings are voluntary, see below.

If you registered years ago and forgot the SS number, do not apply again; contact SSS (SSS: OFW members).

Paying from abroad

SSS. There is no paper payment form. Log in to My.SSS, open the Payment Reference Number tab, choose "Contributions", enter the period and amount, generate the PRN, then pay online or print it and pay at a partner. SSS lists overseas partners (Asia United Bank, Bank of Commerce, Pinoy Express, PNB, Ventaja) and online channels such as GCash and Maya (SSS: OFW members). The minimum monthly salary credit for a land-based OFW is ₱8,000 (SSS: OFW members).

If the date is a weekend or holiday, you may pay the next working day, and you may pay months or years in advance (SSS: OFW members).

PhilHealth. Premiums can be paid monthly, quarterly, semi-annually or annually at accredited collecting agents, local and overseas, and you check posting on the Member Portal or the eGov PH app (PhilHealth Advisory 2026-0042). The yearly pattern: pay by December 31, interest-free to January 31, and after that interest of up to 1.5% a month; from January 1, 2027 a Statement of Premium Account is required (PhilHealth Circular 2026-0011). That "SPA" is a billing statement, not a special power of attorney.

Pag-IBIG. We found no Pag-IBIG page that states an OFW rate or a payment channel, so we do not list one here. Check the Pag-IBIG website or ask your nearest overseas office before paying.

MP2 savings (optional)

MP2 is Pag-IBIG's voluntary savings program. The enrollment form says it is voluntary for Pag-IBIG members regardless of income, with a minimum savings of ₱500 per payment, and to bring at least one valid ID (Pag-IBIG forms). Open it with the MP2 enrollment form and your Pag-IBIG MID number. Leave the "authority to deduct" box blank: it is for locally employed members.

What changed: SSS and the OEC

SSS payment is no longer a condition for your OEC. On November 5, 2024 the Supreme Court, in *Migrante International v. SSS* (G.R. No. 248680), upheld compulsory SSS coverage but struck down the rule in the implementing regulations tying payment to getting the OEC (Supreme Court decision). Coverage is still compulsory, so unpaid months still leave gaps in your record.

If you earn only abroad you do not file a Philippine income tax return (RA 11976, as the OFW pack notes).

Keep your records right

- Tell SSS when your address, civil status or beneficiaries change: file the E-4 at an SSS office (SSS: OFW members). - Update PhilHealth through a Local Health Insurance Office or the Member Portal (PhilHealth Advisory 2026-0042). - Keep receipts and the PRN of every payment. Posts from OFWs describe payments made at an embassy that never appeared in the record.

Questions

Kailangan pa ba magbayad ng SSS para makakuha ng OEC? No. The Supreme Court struck down that requirement (G.R. No. 248680). SSS coverage for OFWs is still compulsory.

Can my family pay my contributions for me? The agencies take payment against your number or PRN. Ask the channel whether it needs your authorization; we found no rule on this.

Is MP2 required? No. It is voluntary and separate from regular Pag-IBIG savings (Pag-IBIG forms).

Does PDFPhile pay or register me? No. It fills the forms. You sign and submit them, and pay through the agency's channels.
